The future of inheritance tax: retain, reform, replace?

8.45 am: Recent policy reviews: Michael Ashdown

Last summer’s second report of the Office of Tax Simplification further to their Inheritance Tax Review, which recommended the reform of inheritance tax, has recently been followed by a report of the All-Party Parliamentary Group on Inheritance & Intergenerational Fairness, which has recommended the replacement of inheritance tax with a flat-gift tax. Michael will give an overview of these reviews with a view to seeing what the future might hold.

8.55 am: Reliefs and exemptions: Emily Campbell

Emily will consider the future of inheritance tax reliefs and exemptions, with particular reference to the spouse exemption, charities exemption, business and agricultural property reliefs and the tricky topic of the relationship between inheritance tax and capital gains tax and the so-called “tax-free uplift”.

9.05 am: Trusts and reservation of benefit: Simon Atkinson

Simon will consider possible reforms to the taxation of trusts; and whether it is realistic, as appears to be supposed by the recent APPG report, that a flat-rate tax will obviate the need for anti-avoidance provisions.

9.15 am: Q&A
